The supply‑chain echo effect is the phenomenon where a downstream bottleneck reverberates upstream, inflating the perceived capacity of every preceding team. It happens because each supplier, fearing penalties, pads its schedule, and the next tier assumes that padding is the new baseline, so the whole chain stretches like a rubber band.

In the 787 program, Boeing handed the majority of electrical harness design to a consortium of Tier‑1 vendors, each of which added a generous safety margin to cover unknowns in the others’ work.
